The bay is on the other side of the coastal mountains from Podgorica, so every route climbs before it drops down to the sea.
Via the old royal capital Cetinje and down to Budva, then along the coast to Tivat or Kotor. It’s the easy, wide-road option and the best choice at night — about an hour and a half to Kotor.
From Cetinje up to Njeguši, the village famous for its smoked ham, then down the Kotor serpentines — twenty-five hairpins with the whole bay opening up beneath you. Slower and narrow, but unforgettable in daylight. Add a stop for pršut and cheese, or at the Lovćen mausoleum, and your arrival becomes a half-day trip.
